.Taiwan's Policy
Government's Effort – in order to reduce the Green House Gas emission, the government has called for National Energy Conference ( 全國能源會議 ) on May, 1998 to discuss the topics regarding “stabilization of greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic (man-made) interference with the climate system”. The conference has furnished the actual emission reduction time frame and energy saving objectives. In order to comply with the Kyoto Protocol and the UNFCCC, a non-governmental organization is to be created as Committee of Kyoto Protocol Compliance and Climate Change ( 氣候變遷暨京都議定書因應小組 ) to oversee the continuity development of climate and emission control. In addition, the Executive Yuan has scheduled for the second National Energy Conference during the year of 2005 for the policy compliance due to the legalization of the Kyoto Protocol. The results are listed as follows:
Policy for UNFCCC – the UNFCCC has been approved by the United Nations and the Kyoto Protocol has been passed by the Third Conference effective at mid-February 2005. Although the Republic of China ( Taiwan ) is not a member of the UN, but being a part of the global village member, we should promote and comply with the policy as well as to improve the nation's competition ability. Before accurate calculation has been determined, the aim is to reduce the emission volume of 2020 to the year 2000 standard (223M tons or 10 tons average per person). With the intention of the goal, the following policies will be enforced: Energy Conservation, Increasing Energy Efficiency, Promote Clean Energy, Develop New Energy Source, and Adjust Industry Structure.
Energy Policy and Energy Structure Adjustment – in defining future energy structure adjustment; our nation should adapt wide amplitude principles. The main policy including: First in promoting Energy Conservation and Increase Energy Efficiency, continued to promote energy reproduction, and encourage liquidized natural gas usage, with the last resort of building nuclear power plants.
The actual objectives are as follows:
Planning energy conservation in manufacturing, logistic, residential, commercial, and power departments with the goal of 16% energy conservation at the year of 2010 and 28% at 2020.
Promoting energy reproduction, providing rental deduction, tax cut, special loan, and discount electricity rate as assistant. The goal is to increase the reproduction of energy from 265 million watt at 1997 to 636 million watt at the year of 2020.
Encourage liquidized natural gas usage. The goal is to increase the consumption of liquid natural gas of 3.48 million tons at 1997 to 13 million tons at the year of 2010, and further to 16 million tons in 2020.
Nuclear power plant will be the last resort.
Industry Policy and Industry Structure Adjustment:
Industries have the relation ability to support each other. The future industry structure adjustment should focus on the overall development base on the principle of increase competition ability and self-profitability. The targeted structure is to have technological industry covering 55% of the manufacturing industry, 20% of the traditional industry, and 25% of the basic industry.
Increase Energy Efficiency and Development of Energy Technology:
Base on the conclusion from the National Energy Conference, the total energy conservation is planned at 28% of savings at the year of 2020. The total energy efficiency increasing is aimed at 1.2% average saving per year until 2010, and 1% from 2011 to 2020. With the assumption of energy efficiency index, for the year of 2010 and 2020 will have the increasing of 16% and 28%; the accumulative oil energy conservation will reach 19.73 million kilolitre at the year of 2010 and 41.87 million kilolitre at the year of 2020. Each department also carries actual energy conservation plan with time frame, that is, the industrial department carries accumulated 13.22 million kilolitre, logistic department covers accumulated 6.68 million kilolitre, commercial and residential has accumulated 8.34 million kilolitre, the power department will have accumulated 6.23 million kilolitre, and the others including industrial adjustment has approximately 7.2 million kilolitre accumulated savings. |
